    The Committee on Political Subdivisions moves to amend the title of the bill as follows:

“A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §8-12-14a, relating to the authority of a municipality; permitting an enforcement official to issue a citation for external sanitation and common nuisance violations; setting forth specific notice requirements; setting forth specific service requirements; requiring certain information on a notice of a violation; requiring certain information on a citation; providing a citation process; providing fines; and providing an appeal process.”
